Overview
The Haggerty English Language Program is proud to offer an on-campus pathway program to international students seeking undergraduate degrees at SUNY New Paltz, as well as to international students conditionally admitted to The Culinary Institute of America (CIA).
Through the HELP Pathway Program, conditionally admitted students will:
- be issued an I-20 from SUNY New Paltz.
- SUNY New Paltz students will be issued a Pathway I-20. It will indicate that the student is not yet proficient in English and that they will be tested for proficiency upon arrival.
- CIA students will be issued a Language Training I-20. It will indicate that the student is studying English Language at SUNY New Paltz, with a note indicating their intention to begin their studies at the CIA upon completion of the program. - meet their English language requirement for admission upon completion of the program.
- be better prepared for the rigor of university coursework in the U.S.
- earn university credits while in the highest level of the program (Undergraduates only).
- receive advising from a dedicated advisor and direct coaching from faculty.
- receive a certificate upon completion of the program.
- begin their academic coursework when they reach the highest level of the program.
To get started in the Pathway Program, students must:

- Submit English proficiency test scores for pre-placement, or inform the international admissions office that they would like to pursue conditional admission and be tested upon arrival.
What does "conditional admission" mean?
Students may be granted admission to SUNY New Paltz or the Culinary Institute of America even without the minimum English proficiency requirement for direct admission, if they meet the academic requirements. They can matriculate and begin full-time academic studies once they complete the highest level of the Pathway Program.
Students are not required to submit English proficiency test scores with their application to SUNY New Paltz. If they do not submit English scores, then they will automatically be given conditional admission should they meet the academic requirements.
All students will be administered a placement test during orientation.
If students have taken an English proficiency test within the last two years they may be eligible for pre-placement, and our office will be able to estimate the level that the student may start in the program. This in turn can help students to estimate the amount of time it will take to complete the Pathway Program.
Students may submit any valid English test scores for consideration. The chart below shows our officially accepted test scores for pre-placement.

*Instructions for Freshmen applying to a January term:
- Apply as “International Freshman” for the Fall 2020 semester.
- Follow up with an e-mail to intadmissions@newpaltz.edu. In the e-mail, indicate your desire to have your application changed to Spring 2020. The changes will then be made here on the SUNY New Paltz campus and the review process will begin.
- The deadline for spring is December 1, but we recommend applying sooner, in order to process all necessary immigration documentation.

The Culinary Institute of America
The CIA has no application deadline. Visit their website for information about their enrollment schedule.
We accept students of all language proficiency levels for our Intensive English Program but recommend that students have at least an Intermediate-level (CEFR A2) prior to arrival. Students who have a lower proficiency will be encouraged to work with a tutor or engage in additional self-study to ensure their success through the program.
Students will be placed in one of four levels (Beginner, Intermediate, Advanced, or Academic Purposes) depending on their level of proficiency. Coursework and class expectations will align with the students level of proficiency.
All full-time students will take 18-20 hours of classwork focused on developing their proficiency in English. By the time students are in Level 4 Academic Purposes, they are given two ways to complete the Pathway Program. Neither option adds additional time towards a students' undergraduate degree completion.
Accelerated Pathway
Complete the Pathway in one semester
Students in Level 4 will be eligible to take 3-4 credits of academic content courses as part of the Accelerated Pathway model, in addition to 14 credits of ESL coursework, within one semester. Once the semester is complete, they can begin matriculate and begin their full-time academic studies without ESL assistance.
A sample schedule for the semester would be:
- Reading and Writing (6 credits)
- Grammar (4 credits)
- Listening and Speaking (4 credits)
- Academic content course (3-4 credits)
Plus additional 0-credit support workshops and labs to assist with your college-level writing assignments.
Bridge Pathway
Receive extra help and complete the Pathway Program in two semesters
Alternatively, students can be in the Pathway Program for two semesters. This means that students will have access to support from ESL faculty and staff for the full first year of their 4-year degree, and they can take advantage of the ESL Reading/Writing Lab for two semesters instead of one.

Note about Financial Documentation:
US Citizenship and Immigration Services requires evidence of sufficient funds for the duration of an international student's academic program. Official financial/bank statements indicating sufficient funds are required to support one's education at SUNY New Paltz for a period of at least one year.
Bank statement amounts should total no less than $38,858.00 USD, to cover one year of tuition, as well as additional books, supplies and personal expenses. Financial documentation must be in English and must be in United States Dollars (USD) or shown at the applicable conversion rate.
Submit the SUNY Foreign Student Financial Form with copies of financial documents verifying the availability of funding for undergraduate study in the United States to intadmissions@newpaltz.edu. After we receive this and verify it, we will send you the I-20 document needed for your visa interview via DHL Express, and your SEVIS ID number and DHL tracking number will be sent to you by email.
New Student Orientation is offered and mandatory for all international students and happens before classes begin.
On-campus students will move into the residence halls, all students will meet academic advisers and finalize course registration, and students will be required to present immigration documents with the International Student Programs Office. Important information will be shared to all students, and there will also be time for social activities, tours of New Paltz, and meeting other new and continuing students.
